In the last Month we start to work on PHPStorm plugin for Moodle Developers.
Right now this plugin will add Moodle code style, code completions and PHP file templates.

You can install it from the File | Settings | Plugins and search for moodle Development

This plugin is an Open Source and we will Happy to get PR. the repo is in github.
